The Subsidized Category Credit Card. ("S.C.C. Card")

This card can be used like any Credit Card. It will have the following features and user selected options.
* As part of the new low interest 'peoples bank', it will have an interest rate about half that of its competitors.
* Low income folk will be able to apply for a government discount rating (eg. a one to ten scale) This card will be able to apply that rating as a subsidy (money back) to many government services and subsidized goods.
* It will be capable of categorizing purchases and automatically provide subsidies based on those categories.
For example.. A person with a government discount rating will receive various percentage discounts depending on the purchase category. Typical categories are.. Health Insurance; Gov. Fees & Charges; Fines; Education; Medical; Dental.
•  These discounts are not provided by the retailers. The retailers 'cash register' simply categorizes the purchase. The Credit Card company then analyzes the category and the cards discount rating and refunds the calculated amount of money.

The 'smart category' features of the 'S.C.C Card' will also be used to assist with several social issues..

•  In the 'Gambling Addiction' category, patrons of gambling venues will only be able pay via their SCC Card. The card will cease to work once a pre-set daily limit or monthly limit is reached. Each month, the user must personally set these two limits for the next month. They can't set it more than once per month.
•  In the Alcohol category, the card will provide large discounts for purchases up to a set limit per month. After that limit is reached, there will be no discounts. (money back) As part of our war on alcohol abuse, all alcohol prices will rise by 50%. These SCC cards will allow responsible drinkers to purchase 'responsible' amounts at todays prices (33% discount)
•  In the 'Recreational Drugs' category, the card can provide some options for a workable path away from this socially destructive habit.  [see the article on Marijuana here]

Some of these issues are controversial and we will be calling for a national debate on these ideas..
